A bill of lading is the document that makes ocean freight move: part receipt, part contract of carriage, part title to the goods. For sales teams, though, the document matters less than the dataset. Because every ocean shipment entering the United States generates a manifest filed with US Customs and Border Protection, and because most of that manifest is public record, bill of lading data amounts to a transaction log of US import commerce — who is shipping what, from where, in what volume, with which providers. This guide covers what is actually in a BOL, where the data comes from, what is public versus confidential, and the five ways freight sales teams turn it into pipeline.

Strip away the legal boilerplate and a BOL record carries four clusters of information. The parties: the shipper (the overseas supplier or exporter), the consignee (the US party receiving the goods — usually the importer, usually your prospect), and the notify party (whoever gets the arrival notice, often a customs broker, sometimes the true buyer when the consignee field is a forwarder). The cargo: a free-text description, an HS code identifying the commodity, piece counts, and gross weight.

The equipment: container numbers, container counts, and equipment types — standard dry boxes, reefers, flat racks, open tops — which quietly reveal what kind of freight service the importer buys. And the transport: the carrier (via its SCAC code), the vessel and voyage number, the port of lading overseas, the port of unlading in the US, and the arrival date. Each field answers a sales question. The consignee tells you who to call. The HS code and description tell you what they make or sell. The ports define the lane. The container count sets the account's size, and the carrier names the incumbent you are selling against.

One structural detail worth knowing: many shipments carry two bills. The master bill is issued by the ocean carrier to the NVOCC or forwarder; the house bill is issued by that forwarder to the actual cargo owner. AMS captures both, which is a gift for sales teams — the house bill often names the true importer when the master bill shows only a logistics company, and the master-to-house relationship maps exactly which forwarders control which accounts. If you sell against forwarders, that mapping is your competitive battle card.

Where bill of lading data comes from: CBP's AMS

The pipeline starts with the Automated Manifest System. Under the 24-hour rule, in force since 2003, ocean carriers and NVOCCs must transmit cargo manifests to CBP at least 24 hours before containers are loaded at the foreign port — not before US arrival, before loading. That regulatory requirement is why the dataset is so complete: there is no way to ship a container to the US without creating a record.

Federal regulation (19 CFR 103.31) then makes vessel manifest data available to the public. CBP releases it on a rolling basis, and commercial data providers buy the feed and do the unglamorous work that makes it usable: cleaning free-text names, resolving the fact that one importer may appear under a dozen spelling variants, mapping HS codes, computing TEU histories, and linking records to company profiles and contacts. When you use a modern trade-data platform, you are looking at AMS data after entity resolution — the same records, minus the days of cleanup. Freshness varies by provider from daily to monthly; for sales-signal use cases like carrier switches, that gap matters.

What's public and what isn't

Knowing the boundaries keeps your expectations — and your pitch — honest. Public: US waterborne import manifests, meaning ocean freight into US ports, including the party names, cargo descriptions, containers, carriers, ports, and dates described above. Not public: air, truck, and rail manifests, which are not released; US export declarations, whose shipper identities are confidential under census rules, making outbound data far thinner than inbound; and pricing — a BOL contains no freight rates and no product values, so any dollar figure attached to a BOL record is an estimate, not a disclosure.

One more nuance: importers can file a confidentiality request with CBP to have their names redacted from public manifest data, and a meaningful share of shipments — commonly cited at 30 to 50 percent in some categories — involve redacted or "TO ORDER" parties. Good platforms recover many of these through notify-party analysis, address matching, and historical linkage, but no vendor sees literally everything. If a category looks thin, that is usually why.

Five ways sales teams use bill of lading data

1. Displacement: sell against a named incumbent

Every record names the carrier, and the pattern of records reveals the forwarder relationships behind them. That means you never open a deal blind: you know who holds the freight today, how long they have held it, and — when transit gaps, port switches, or rolled-cargo patterns show up in the records — where the service is straining. Displacement outreach timed to visible service degradation or to contract season converts at multiples of generic outreach, because the pain is real and current.

2. Growth signals: catch buyers in motion

Volume up 30 percent quarter over quarter, a first-ever shipment on a new lane, a new overseas supplier appearing in the shipper field — each one is an importer whose logistics needs are changing right now. Growth-signal accounts are the highest-converting cold outreach there is, because you arrive while decisions are open instead of three months after the new contract is signed. Build your weekly call list from these deltas, not from a static account universe.

Timing discipline matters as much as the signal itself. A volume spike visible in Q1 arrivals was booked the previous autumn, and the decisions it forces — new carrier allocations, new warehouse space, new drayage capacity — get made within weeks of the pattern appearing in the data. Treat signals as perishable inventory: a 90-day-old carrier switch is trivia, a two-week-old one is a meeting. Teams that review the deltas weekly, assign owners the same day, and sequence within 48 hours consistently beat teams working from monthly exports of the same data.

3. Rate context: scope the quote before the first call

BOL data contains no prices, but it contains everything needed to scope one: the exact lane, the equipment types, the monthly volume, the seasonality curve. A rep who walks into a first conversation already knowing the prospect moves roughly 15 reefer containers a month from Rotterdam to Newark can talk numbers credibly in minute one, and can benchmark the incumbent's likely cost structure instead of quoting into a void.

4. Contact targeting: from shipment record to decision maker

A shipment record identifies a company, not a person. The workflow that converts is pairing each qualified consignee with verified logistics titles — logistics manager, supply chain director, import manager — and referencing the account's actual freight in the first line. This is the core difference between BOL-based prospecting and generic contact databases: the shipment record supplies the relevance that makes the contact worth having. It is the engine behind importer leads built on customs data.

5. Territory design: carve books by freight, not zip codes

Most freight sales territories are drawn by geography and gut feel, which is why one rep drowns while another starves. BOL data lets managers carve territories by actual freight flows — by port pair, by vertical, by TEU band — and balance books so each rep holds a comparable amount of addressable volume. It also makes pipeline reviews honest: an account's real import volume is on record, so "big opportunity" claims can be checked against actual TEU.

Territory design is also where BOL data earns its keep at handover time. When a rep leaves, the book they pass on is defined by records — lanes, volumes, incumbents — rather than tribal knowledge, so coverage survives turnover. And new reps ramp in weeks instead of quarters, because the account list arrives with the freight profile already attached to every name on it.
